Yes, in GTA 3, there is the Kenjis Casino located in Torrington, Staunton Island (the second island). It belongs to Kenji Kasen, the head of the Japanese Yakuza, who gives Claude 7 story missions. In cutscenes, there is a small garden on one of the roofs, which can be accessed by the Dodo plane, though it has no collision detection. On another roof, accessible by an external staircase, there is a helicopter with a large R* logo, and there is also a hidden package there. However, you cannot enter the casino, and there are no gambling activities available inside.

Before 2001, the casino was known as The Big Shot Casino in 1998 (GTA: Liberty City Stories) and Pachinko World in 2000 (GTA: Advance). In the pre-release version of the game, it was called Oicho-Kabu Casino (Oicho-Kabu is a traditional Japanese card game).
