A Mod That Adds Liberty City, North Yankton, and Cayo Perico to GTA 5

As we know from files contained in GTA 5 source code, rumors about bringing Liberty City to a modern platform were not just rumors. Where the developers fall short, modders step in to save the day. At the very end of 2024, after more than six years of work, the World Travel team released the grand Liberty City Preservation Project for GTA 5. However, it adding not only the city from GTA 4 to the game but also Ludendorff from North Yankton and the Cayo Perico island.
The creators revealed that they were inspired by RDR 2, which includes Blackwater and New Austin, locations from the RDR 1. So, they decided to create something similar for Liberty City, complete with all the important attributes: authentic vehicles, local NPCs, and original sound effects. Even Liberty City’s radio stations play the tracks we listened to while playing Grand Theft Auto IV.

There are several ways to move between maps. The simplest and quickest is teleportation (F11 key), where the player instantly (albeit with slight “jumps” in time, forward or backward by 1-2 hours) appears at Star Junction in Liberty City, Cavalry Boulevard in Ludendorff, the party beach on Cayo Perico, or back in Pillbox Hill.

Another way is to head to Los Santos International Airport and buy a ticket to Liberty City or North Yankton for $350. However, the money isn’t actually deducted. There are no direct flights to the Caribbean island, but you’ll see a cutscene of takeoff and landing, sometimes with overlapping planes.

The third option is to fly there manually. You need to board an aircraft and head northeast for Liberty City or south for Cayo Perico. There’s no marker for Ludendorff on the map or radar. This method takes time, as it’s not a fast travel option, and the in-game clock advances when switching zones. For example, departing during the day means arriving in the evening or even at night. However, this method comes with issues: police and random events can spawn in the middle of the ocean during the journey.

For those who prefer an immersive way of transporting vehicles between cities, the docks offer another method. For $3,500 (not deducted from your account), you can ship cars between locations. Given that each city has unique vehicles, liveries, and even models, this becomes an intriguing experiment.

I’ll have to try driving a bus full of Liberty City residents to Los Santos. Now that would be some trip for someone!

The modernized Liberty City looks stunning — it truly resembles the city we explored with Niko Bellic. LCPD patrol cars, local buses, and Liberty City’s residents and visitors all make the environment feel alive, just as it did in GTA 4. The subway system works, and you can enter buildings with interiors, just like in the original game. These buildings are marked on the map for easier navigation, even if you’ve forgotten the city layout over the years. Iconic Easter eggs, such as the beating heart inside the Statue of Happiness and the swing glitch that launches vehicles into the stratosphere, are also present.

Remember how frustrating it was when the ability to explore Ludendorff was removed? Now, thanks to LCPP, you can do it again. While only two streets are accessible (venturing beyond leads to falling through textures due to Rockstar’s original world design), you can visit the town’s landmarks, such as the frozen alien under the bridge and the bank from Grand Theft Auto V Prologue. Snow-covered vehicles with North Yankton plates drive on icy roads, adding to the atmosphere.

Snow that bright doesn’t usually happen — it’s likely just a glitch. And zero visibility — is that a feature?

Cayo Perico, however, feels less polished. The island seems deserted, apart from NPCs riding boats, which only highlights the emptiness. Worse, vehicles parked in various spots often vanish when you try to enter them. While cheat-codes help navigate the island, access to El Rubio’s mansion is limited—entry/exit points are inactive, as is the elevator in the drug lord’s office. You can only reach the vault through the usual exit doors. Air travel from the island is also unavailable, making exploration more challenging. Despite these issues, wandering freely around Cayo Perico without the threat of detection is a refreshing experience.

The mod isn’t without its flaws. For example, Ludendorff and Cayo Perico play Los Santos Underground Radio and West Coast Talk Radio, which feels out of place. The biggest issue, however, arises when attempting to load a different save file—the game crashes, meaning you can only play from your most recent save.

Despite its bugs, the Liberty City Preservation Project is nearly perfect and deserves a spot on every mod enthusiast’s list. It’s both exciting and useful. Unfortunately, installing the mod on a pirated version of GTA 5 isn’t possible, and it requires handling of BattleEye to switch between the mod and GTA Online.

Sadly, World Travel announced that development of the LCPP has ceased. Rockstar Games requested its removal on January 15, likely due to plans for a GTA 4 remaster. To avoid legal issues, the modders complied.

However, the project has already spread among players, leaving hope for future updates by others. Players have already enabled online modes, run the mod on Steam Deck, and even on PS4.
