The I Survived Cayo Perico Tee appeared in GTA Online together with Cayo Perico Survival and was available as a limited-time reward:

weeks 33/2025 and 34/2025 — for surviving one wave (will be added to your wardrobe within 72 hours) or for surviving ten waves (added instantly) in the zombie mode on El Rubio’s island.

In your wardrobe and clothing stores, you can find it in Special Tops → Seasonal.
