The Panther Tour Jacket is a special item in GTA Online that has only been available a few times:

month after the release of the Cayo Perico Heist update (late 2020 – early 2021) — for completing the heist finale;
weeks 33/2025 and 34/2025 — for logging into the game.

In your wardrobe and clothing stores, the Panther Tour Jacket can be found in Special Tops → Unlocks.
